Organizing a market consultation
A market consultation, or dialogue with the market, enables the commissioner to collect knowledge and experience from market organizations, and to use this in the course of a tender procedure.
In practice, this implies using the knowledge and expertise of organizations in the market to improve a service concept, and to incorporate the acquired insights in the RFT and the contract. A second aim could be to test whether a draft RFT would attract sufficient competitors.
